Summary

• Exclude every current test file from the Codacy duplication engine using full repository-relative paths.
• Add a local test that fails if a test file is added or removed without updating the list.
• Leave global exclusions, ESLint, security analysis, coverage, and local tests unchanged.

• bun test scripts/codacy-config.test.ts
• bun run check (762 passed, 1 skipped; build and compiled smoke passed)
• Codacy baseline on main: 26% duplicated files; the updated main percentage must be verified after merge and main reanalysis.
