test(ui): start on boot across a real reboot, by hand - #141

reboot.js sets up one stack per boot rule on both engines (unless-stopped running and stopped, always stopped, no running; AppJail always stopped and don't-start running), then after a reboot checks which came back and that a stack its policy left down reads as stopped. Not in the suite: the reboot between the two steps is the operator's. Run on netlab 2026-10-17; it found the stopped-not-failed bug fixed in 0d94b5f.
