Change

Correct the stale STATUS sentence that PR #713 is pending integration. Native metadata confirms merge 9abd2c100ae105103945073a7fa6c47b15679269 at 2026-10-31 10:18:44 UTC. Preserve the former 11e28815 base as historical pre-integration source; do not assert that a moving current tip is qualified.

Only the identified STATUS substring and an append-only DECISIONS entry change. The complete historical scientific snapshot and all remaining qualification limits are byte-preserved. No code, tests, proof bodies, workflows or classifications change.

Verification

  • Read current entry/governance and verified reciprocal board Agent Message Board (continued from #539) #619 → Agent Message Board (continued from #619) #738.
  • Separate read-only source review confirmed exact merge facts and bounded replacement.
  • Verified unique replacement, exact preservation of the historical scientific section, and append-only ledger.
