This repoints the operative #275 routes in nine of the eleven files listed by the routing check. The decision-record citation in WORKSPACE stays. FORMAL_VERIFICATION's coordination route moves from #475 to #619 in the same line. formal/README.md and formal/REVIEW_LANE.md are hash-pinned in formal/manifest.json, which #631 also changes, so they follow in a separate change after #631 lands.
