This adds four pure APIs for a retained native-artifact registry: strict registry validation, exact five-buffer bundle closure, conservative union from the original supplied base, and independent build/producer progress validation. Registry capacity and lineage refusals preserve prior entries and refuse fallback. The APIs consume already admitted bytes; they do not acquire archives, restore assets or activate the public site.
