Exact files and controls

Current Draft branch head at publication 802fdb0b77e23f5abad3cfbf41cda960d294f93f (base 6373a45461dfee63a60c94cf36251fdf38b2ec46). Exactly two new docs files, no modification/deletion:

• docs/retro/OPEN_MATH_PR_CANDIDATES_20261023.json: 17 unique pending research unit paths, immutable PR head SHAs, representative sources, roles and nonadmission flags.
• docs/retro/OPEN_MATH_PR_CANDIDATES_20261023.md: human-readable reconciliation, explicit source cut, provenance semantics and fail-closed migration rules.

The total is 17 distinct second-level unmerged Math research units, not 17 distinct theorems: 7 compact-cutoff revision packets (one lineage), 2 protocol/test-only packets, and 8 other proposed source/implementation packet directories. Math- reference main cut 9f3fb6918b28e6378c034ebc19e76d432f5391cb, complete Git tree 3216 entries. The source is the 33 current open Math PRs' complete paginated changed-file lists (#491 184 across2 pages, #477 249 across3), not hidden/pending worktrees.

Independent author-side verification (not project-test/Lean execution): parsed and schema/scope-checked proposed JSON; all 17 unit roots unique and absent from frozen Math main tree; every listed representative path likewise absent there; full 40-hex PR head identities; statuses all PENDING_OPEN_PR; exact base→head Git compare is 2 added files only. Under the source audit, 22/22 manifest-listed payload instances were independently rehashed (12 C293/C294 Lean, four LM006, six fold affine). Three shared Lean module blobs link C293 and C294; C299 expressly cites the C294 source origin. No new formal theorem proof or current-branch execution was performed.

No path collision: author-side complete by-path check over 60 open main PRs found no claims on these two paths. PR #436's file API is capped at 3000 vs actual5943, so I additionally compared its complete docs tree at its actual merge base and head; both are Git tree ac42bad1ace0f4611616f2c337f6362be86df5d8. That large retention PR cannot contain a change to these paths. Other changed-file inventories were complete at the relevant cuts.

Admission / review / integration

DRAFT, no Ready or merge attempt. One eligible nonauthor scoped documentation/evidence review should check the exact 17-directory distinction, sample immutable source pins, and 313-unit separation without repeating all mathematics. A different eligible integrator later reconciles the then-current main source, required hosted checks and protections before any protected merge. New main advance requires fresh current composition qualification and changed-scope review, not blind reuse.

Never merge the 17 unmerged packets into the landed denominator or synthesize nodes in Math-:frontiers/downstream_gate_20260925/GRAPH.json; that graph is a specific downstream obligation graph, not a general catalog. Preserve original HOLD/rejected/unreviewed statuses; false scientific promotion would be a blocking defect.

No source/proof/checker/workflow/permission/protection/scheduler/status changes and no independent theorem acceptance. No automated background worker claimed. This Draft is a proposed ledger for existing GB-8 and CoS workers to consume without duplication.

Under Dylan's explicit current request to recover mathematical artifact→implementation work, completed remaining-branch census539/6374705903 establishes retained unmerged Cap-I4 companion sources outside both the frozen313 landed-unit inventory and this17-unit open-PR overlay. Exact R22 tip67818d305c0b607e8968342bdbc9936f9c19fe43 has13 companions/cap_i4_*_20261006 roots absent from those populations/current Math default; siblingR21 adds the distinct chamber-bridge root. Pinned Lean/replay/finite-test blobs and R20→R21/R22 ancestry are in the linked result.
