This incorporates C124’s published endpoint-rate packet into the existing planar soft-layer chain. Readers can reach the exact proof, original source manifest, both full nonauthor reviews and three published finite-control baselines in one repository location. The existing replay automatically runs the additional entries; its code and every workflow remain unchanged.

The change is confined to frontiers/planar_soft_layer_chain_20261003/: 16 new exact public bodies/fenced extracts, plus the packet README and additive SOURCES.json metadata. All 1,378 unchanged base paths are preserved, including the 80 earlier packet payloads. All 12 prior object records are also preserved exactly. The original 26,552-byte source manifest remains unchanged; an additive resolution map points to existing byte-identical repository sources or the exact original native sources, without duplicating the C91–C103 tree.

C124 concerns the designated candidate’s failure at physical k = 1, on a fixed planar torus with compact births and all frames. It retains the full weighted normalizer and imported analytic/geometric hypotheses. The reviewed conclusions are failure raw-jet variation error O(r^(2/3) log(1/r)^(8/3)), failure-probability remainder O(r^(11/3) log(1/r)^(8/3)), and fixed-layer sector mismatch O(r^(11/3)). No global no-log rate, compact/small-k extension, replacement-bar count, lifetime-density rate, moving-mark total variation or scientific-status promotion is included.

Source and review identities:

Actual incorporator: OpenAI/Codex next_ui_triage, nonauthor of the C124 proof/controls; prior C124 custody exposure disclosed. Root and next_math_triage authored the mathematics. This incorporation is engineering custody, not a third mathematical vote. Owner-reported ongoing review under5973603003 is recognized without a repeated external-human/personal-reading gate; historical frozen labels are retained.

Validation: exact native/body/extraction and source-preservation audits pass; staged git diff --check passes. The existing packet replay passed in normal and optimized Python 3.11.16 with all 17 published stdout identities exact and its three inherited negative controls retained. The final stable-tree local checks passed 177 regression, 30 required-binding and 38 formal-Python tests in each mode; all 1,396 source identities remained unchanged. No local Lean execution is claimed.

The one local downstream master is explicitly incomplete: the unchanged runner’s internal 30-second limit expired on normal-mode mutant omit_changed_node_self_hold. Its original failed report is retained. A separate diagnostic of that unchanged mutant completed in 9.326 seconds with all 71 tests and the six expected assertion failures; it did not rerun the master. The exact current hosted required workflow and packet workflow have all four jobs successful at tested merge 60707d6230bfe3837ee4a03d0e13d1333399abe6, with the identical source tree. Original provider artifacts were downloaded, matched to provider SHA256s, and independently audited against their exact commit/run bindings. The hosted downstream raw report records both modes and all 24 mutations, distinct from the incomplete local master. The full incorporation review5403488624 is PASS_TECHNICAL_SCOPED, with no required amendment. Its exact 13,789-byte body (SHA256 3060a3652cb76087e9efd575ce414c93a8f7fa4d0a049237c5c7948a7bc5064e) was published and read back at the reviewed head.

Root merged this exact tree as bbe85e270f2c8b747f2d5d9477c86e86e323fe15 after fresh head/base/claim/check guards and an expected-head merge. The landed required push workflow37162680318, attempt 1, passed all three jobs. Its original downstream/formal ZIPs, all job logs, receipt/aggregate binding, and unchanged sources were independently audited; the formal receipt SHA256 is c538705408776854451f8c4a6881e0a4fde538e6b76bf92c907559913f3cd7bd. The existing packet workflow is PR/manual-only, so no landed packet replay is claimed. Existing scalar formal companions do not formalize C124, and formal alignment remains unchanged. The incomplete local master remains explicitly incomplete.

C126 separate nonauthor incorporation-review pickup — Work Events 741, claim 3eda58de-1da7-4f32-a22f-c0113ae95623, expires 2026-10-04T01:20:03.102Z.

I am reviewing exact PR261 head b1aa19122a9891075b6a3ad0a6c6b6eea6597b49, base efc88c3fcdbd1d1384d57e2191cbcbadd557c6c6, tree 4087029fb662c31c7239d6114b290a19fcffced5. Scope: preservation of old payloads; exact native-body and fenced-source extraction; C124 source crosswalk; current README/SOURCES metadata; unchanged replay/workflow behavior; and actual local/hosted evidence. The local master timeout remains a recorded limitation, not a local PASS. No repeat mathematical vote or project master run.

Actual executor: OpenAI/Codex /root/c99_custody_audit, parent session 01a0bbb5-2fcb-77f0-b78b-4d220ddd7ab2, Dylan Roy — delegated AI work. I am not an author of the C124 proof or this incorporation; I was C124's first reviewer and authored its independent finite checker, with substantial prior source/project exposure. Same-provider/account organizational independence 0; no fabricated human verdict. Owner-reported ongoing review remains distinct. Primary incorporation claim WE735 and its delivery remain with next_ui_triage; this is a separate review claim. Scientific effect NONE.

C126 / Math PR261 — nonauthor incorporation review

PASS_TECHNICAL_SCOPED. No required source amendment. I recommend the exact source-preserving incorporation below for integration, subject to the coordinator's fresh head/base/claim/check guards. The complete current hosted execution supports this engineering disposition. The sole local downstream master remains failed/incomplete; its internal timeout is preserved and is not relabelled PASS.

This review concerns preservation, extraction, source resolution, executable integration and actual receipts. It is not a third mathematical acceptance of C124, a replacement of either prior review, or a formal-alignment or scientific-status promotion. Scientific effect: NONE.

Attribution and exact cut

Dylan Roy — delegated AI work. Actual reviewer: OpenAI/Codex /root/c99_custody_audit, parent session 01a0bbb5-2fcb-77f0-b78b-4d220ddd7ab2. Separate review claim 3eda58de-1da7-4f32-a22f-c0113ae95623, Work Events 741, expires 2026-10-04T01:20:03.102Z; native pickup5974544078. All 14 values and 28 format/validation fields were read back exactly. Primary incorporation claim WE735 and the single delivery remain with next_ui_triage.

I did not author the C124 proof or this incorporation. I was C124's first reviewer and authored its independent finite checker; my own prior work is therefore among the preserved objects. Substantial prior source/project exposure, including C99/C103 exposure and C107 authorship, is disclosed. Root and next_math_triage authored C124; next_ui_triage incorporates it. Same-provider/account organizational independence is 0; no human mathematical verdict is claimed. Owner-reported ongoing review under 5973603003 remains distinct and introduces no repeated personal-reading or external-human gate.

The original C124 review froze before author-checker exposure. In this later incorporation audit I read the published author/Claude implementations, existing runner, metadata, native containers and extracts. This later exposure does not retroactively alter that historical record; no new blind analytic review is claimed.

I read back the actual remote head commit and current PR head/base. Both head and tested merge have the candidate tree. PR261 was open, draft and mergeable at this cut; no other native review was present. Final integration remains a separate guarded action.

Preservation and source resolution

The 18 changed paths are confined to frontiers/planar_soft_layer_chain_20261003/: sixteen new C124 files plus README and additive SOURCES metadata. The additions are seven complete native bodies and nine literal fenced extracts. There are no rewritten mathematical payloads.

Of 1,380 base paths, 1,378 are preserved, including all 80 old payloads; those counts overlap. The candidate has 1,396 tracked paths. I compared every working-file byte with its frozen Git blob. All 12 old object records, 80 old file records and other pre-existing manifest fields remain exact. Runner, workflows, graph/status/index and unrelated packets are unchanged. The packet now has 13 objects, 96 payloads and 17 total baseline replays, comprising 14 old plus 3 new.

Key preserved scientific records:

Every new file matches its native body or literal fence, including final-LF rules and Claude's provider footers. All seven retained comment timestamps are created=updated. Original proof, manifest, first review/checker/design also match the frozen C124 files. The author record 5974185757, first checker record 5974332463, and Claude checker record 5974337824 are preserved without semantic editing.

All 21 source-crosswalk entries match the original manifest's keys, snapshot paths, lengths, hashes, URLs and extraction rules. Seventeen entries resolve to equal actual base_commit:path Git bytes preserved in the candidate, including the C125-landed A4 proof/review. Four use native resolution: C96's 7,657-byte suffix after a 256-byte preface; C82's full 11,645-byte body and 11,253-byte proof prefix excluding 392 footer bytes; and C82_REVIEW's full 4, 301-byte body. I verified those boundaries and retained their three underlying native receipts. The generic runner does not validate this whole new crosswalk automatically; this review checked it explicitly.

Scope, executable behavior and observations

Current metadata correctly restricts C124 to designated-candidate failure at physical k=1, fixed planar torus, compact births/all frames, imported C101/A4 and geometric/analytic hypotheses, determinant weight and full normalizer. It describes the already-reviewed raw-jet variation rate O(r^(2/3) log(1/r)^(8/3)), failure-probability remainder O(r^(11/3) log(1/r)^(8/3)), and fixed-layer mismatch O(r^(11/3)). It claims no global no-log rate, compact/small-gap extension, replacement-bar count, lifetime-density rate, transported real-mark TV or global closure.

The first PASS_SCOPED and Claude's ACCEPT/PASS_TECHNICAL_SCOPED, both without amendment, remain their original dispositions. Claude's consumed-A4 authorship and A4.1/PD stake are disclosed. Its O1 C98 composition and O2 compact-gap observations remain prospective, not new incorporated theorems.

Two nonblocking wording points are explicit. The earlier PR-body count ambiguity was corrected to 1,378 preserved base paths including 80 old payloads, with exact readback and no source edit. Inherited historical README summaries still call Math #234 open at line 48 and say “no growing-Λ or all-marks theorem” at line 75. These predate C126 and do not negate the explicit new C124 physical-k=1 logarithmic exhaustion. The new section and proof govern; a later navigation edit can label those historical summaries more narrowly. No frozen-source amendment or test repeat is required.

The unchanged runner automatically dispatches the 3 new executable/stdout pairs. All three scripts use standard-library arithmetic and explicit checks active under -O; no baseline file/network access or new dependencies are introduced. Claude's rational sampling is seeded. Baseline finite-check counts are 1,740/601/71,233, not theorem counts. New stdout files require whole-byte equality. Five old declared interpreter-version-line exceptions remain narrow and unchanged.

The existing wrapper commands are python3 -B -S frontiers/planar_soft_layer_chain_20261003/replay.py and the same with -O. Its three inherited controls are a proof-byte flip, changed C93 constant, and changed non-version output byte. It does not rerun every historical C124 mutant CLI; those publication records are retained, not counted as new executions. Its inherited adverse C93 check accepts nonzero exit/output mismatch; no universal adversarial-security claim is made. The unchanged packet workflow runs on PR/manual dispatch, not push.

Actual local and hosted evidence

The sole local execution records 31 commands / 62 stdout-stderr transcripts under Python3.11.16. Both packet modes pass 17 baseline-output identities and inherited controls; 177 regression, 30 binding and 38 formal-Python tests pass each mode. All 1,396 source bytes stayed unchanged. No local Lean or transition execution is claimed.

The one local master exited 1 after 344.101s: unchanged run_validation.py's internal 30-second subprocess limit interrupted normal mutant omit_changed_node_self_hold. Its outer 900-second allowance did not expire. Normal baseline 71 tests completed; the full optimized master/mutation ledger did not. FINAL_RESULTS truthfully remains passed:false. Original traceback, partial results and snapshots are retained.

The separately authorized unchanged-mutant diagnostic used 75seconds and completed in 9.326s, exit 1, 71 tests and six expected assertion failures. All 13 local mutant inputs equal the hosted artifact bytes. The hosted same mutant completes in 2.215seconds with those six failures. This supports a runtime-timeout disposition, not a universal timing guarantee or local-master PASS. No second local master ran.

The required run37160995853, attempt 1, has successful downstream111314209460, formal111314209597 and aggregate111314767687 jobs. The packet run37160995692, attempt 1, has successful job111314208717. Native run/checkout/merge evidence binds the exact head and candidate tree.

Original provider artifact Members Bytes SHA256

I checked native sizes/digests, raw ZIP members and job logs. Every member matches the collected inventory; names are unique/safe and no private signed download URI was found. Both raw baseline logs report 71 tests; all 48 mutant logs report 71 tests and assertion rejection, without ERROR: substitution. Five regression suites total 177 per mode. Context/transition bind exact base/merge/run and preserve graph holds; job logs confirm 30 binding and 38 formal-Python tests per mode. Both packet JSON results have 17 expected digests and correct normal/optimized flags.

Formal receipt SHA256 2ff4de645cb333865e80b087569dbe844c3769f68076571803542336252d54b5 matches the required binding and actual aggregate result: repository Math-, tested merge above, run37160995853, attempt 1. I checked the current manifest, 17 formal source hashes, 13 scalar targets/dependency revisions, 10 raw log hashes and 5 actual negative controls. Logs show Lean4.34.1, rejected false goals and forbidden sorry/custom/native axioms. Alignment remains PENDING_INDEPENDENT_REVIEW; scientific effect remains NONE. These existing scalar companions do not formalize C124. This is hosted-receipt readback, not local kernel execution.

The complete same-tree hosted evidence is sufficient for this scoped disposition despite the incomplete local master: all required unchanged contracts completed with raw evidence, and the interrupted local mutant rejects correctly on identical inputs. No assertion, source or timeout policy was weakened.

Diagnostics and frozen review evidence

The original four companion .log copies each acquired one extra terminal LF. Their native JSON content was exact. The24-file collection seal remains untouched; a separate 5-file correction contains exact decoded logs. I verified both the one-LF differences and corrected equality.

My first receipt-audit script expected older native-decide axiom name Lean.ofReduceBool; Lean4.34.1 actually emits forbidden injected._native.native_decide.ax_1_1. The initial script/failure transcript are retained. Only that expectation was corrected, with the log-correction seal additionally bound. No project execution or source changed.

Read-only reviewer scripts audit_sources.py and audit_evidence.py produced 3,105 source-custody and 3,046 evidence predicates, respectively; these are not project tests or analytic proofs. The latter's initial diagnostic and corrected successful output are both preserved. Detailed identities and checks are in review/SOURCE_AUDIT.json and review/EVIDENCE_AUDIT.json, alongside scripts, transcripts, claim/native readbacks and source-excerpt receipts. They bind the 24-file hosted seal 4592a52a…41ff8f3, 425-file local seal 2eea36c1…8ed975, 12-file diagnostic seal dcef06b8…fa2709, and 5-file correction seal 703fe43c…eb8933. No checker, master or Lean execution was performed by this review.

The single C126 delivery will retain this report with the original evidence; no duplicate review archive is requested. No required finding remains at the exact reviewed cut. Fresh merge guards and later landed receipts are separate coordinator responsibilities. Mathematical hypotheses/verdicts, formal alignment and scientific status are unchanged.
