Publication binding — Math- PR251
This COMMENT review is anchored to current remote head dd8fce67fad0cb21713f8654c1010914f769c271, tree add79c6b136d1b04220d3fd265146a1649309f80, base 7858329974e28be79f29b22644370084ff43da4f. Fresh GitHub head/commit and six-file readback matched the reviewed tree, exact bytes, SHA256 hashes and Git blobs. No mathematical or executable tests were repeated for this byte-equivalent publication binding. This is a delegated AI technical comment, not GitHub approval, human acceptance, organizational independence, register promotion, or a claim that all hosted jobs have finished.
The complete frozen review below is unchanged: 18496 UTF-8 bytes, SHA256 82129b475876928dbf919a27d3f0c5eee9d87eb6a8d02ebe777b82bc42763f60. It includes the nonblocking ELDER section-location clarification and all source, exposure, independence and analytic-scope limits.
C113 nonauthor technical review: strict upper coefficient comparison
Disposition: PASS for the new source-conditional comparison C_U(1) < C_R,
and no required checker or workflow correction found on the exact target below.
This is a scoped technical review, not a scientific-register promotion, a vote
to accept the imported theorems, a human review, or organizationally independent
review credit. Required findings: none. One optional citation clarification
appears below and does not affect the argument.
The reviewed conclusion holds for every fixed admissible planar torus and fixed
positive-width birth, positive gap, and radius bands satisfying [U] and its seven
retained analytic interfaces. The gap need not be uniform as bands narrow. The
optional lambda_U < L^2 C_R corollary additionally retains [O]. I found no
narrow-positive-band counterexample or missing uniformity assumption in this
precise statement.

The workflow path in the final row is repository-relative, outside the packet.
The proof's Git blob is eff422d197fcc1ff41c155c783bfeca101330a20 and the source
manifest's blob is 76284a3951b8e9255cb823fb3ab7443c8e04f266.
I first read U/ROOTS and relevant original interfaces, independently examined
the narrow-band existence question, and then read a prefreeze C113 proof
(11303 bytes, SHA256
b3f12cc311aef98daf5866de036a4845590df84609b87d3c022dd954be65f7dc). I subsequently
read the entire frozen proof above and reconstructed every step. My independent
control design and implementation were frozen before reading check.py, the
author corrections file, any full author stdout, or the workflow. Root had
already disclosed author checker/output identities and the summary counts
2140 finite checks, 16 negative controls, five band witnesses. That limited
summary exposure is explicitly recorded in CONTROLS_FREEZE.json; complete
ignorance of author results is not claimed. After my controls passed, I read the
entire author checker, README, correction record and workflow. I did not read or
reexecute the full author stdout as a substitute for my own controls.
Historical exposure is substantial: prior source/custody or review work on
C99-C105, C101 author-control custody, C102/C104 nonauthor review, C103 read-only
falsification, C107 authorship, C108 UI nonauthor review, C109 integration
custody, and C110 checker review followed by successor witness-checker
coauthorship and custody. These are disclosed prior roles, not C113 authorship.
This is a separate nonauthor instance within the same provider, not independent
human or organizational replication.

I read the consumed O1-O4/definition interface, not a fresh complete review of O.
The specific interfaces checked are U §§1-3, equations (3)-(6), the exact D
definition, ROOTS R1-R3, CUB's cubic/classifier and nonsingular original joint
Gaussian density (G2)-(G5), and ELDER Theorem E/unique limiting partner statement.
P/CAP/E1/E2/REC and the remaining U exhaustion/integration machinery remain
retained assumptions. This review neither repairs nor reaccepts those sources.
Analytic reconstruction
1. Population and comparison identity — correct. U selects ordinary finite
bars once through the existence of a rejected candidate. D counts all eligible
negative-height saddle roots other than the actual elder continuation, in the
original physical coordinates. It includes a lower extra window saddle; it is
not just the pinned saddle count and does not count the elder. ROOTS R3 gives
D in {1,2} almost everywhere on the failure sector. The two coefficient
integrals use exactly the same finite positive measure, one with weight 1 and
the other with weight 1/D. Therefore
C_R-C_U(1) = nu{D=2}/2 in C113 (S4) is exact. No additional 1/2, torus-area
factor, or endpoint density is introduced here.
2. Anchor geometry — correct. Substituting a=q=0, beta=-12k,
s=-12kv, 1/2<v<1 into the original cubic gives the two pins and
Y±=(-v, ±sqrt(v^2-1/4)). Both gradient components vanish. Their Hessian
determinant is -144k^2(v^2-1/4), strictly negative; the maximum pin is negative
definite and the saddle pin has negative determinant. Direct critical-value
substitution gives -k[2v^3-3v/2+1/2], and the squared distance from M is
(-v+1/2)^2+(v^2-1/4)=v(2v-1). This verifies the height, sign, determinant and
physical-distance factors in (S5)-(S9). The earlier author-draft -432 error is
not present in the frozen proof. Its preservation in AUTHOR_CORRECTIONS does
not create a contradiction in the reviewed formula.
3. Arbitrarily narrow fixed bands — correct. Choose k0 and t0 strictly
inside their positive-width intervals. On the anchor, 0<z(v)<1, and as
v approaches 1 from below, z, d and z/d^3 all approach 1. Thus, after choosing
these fixed interior k0,t0, one can choose a finite v<1 so that both extras have
strict radius and gap margins, while their heights remain in (-k0,0). The
pinned saddle is already strictly eligible at radius t0 and gap k0. No uniform
choice of v across narrowing bands is needed or claimed. The construction
does not assign mass to the limiting v=1 boundary, where its height/window
margin and Sigma exclusion would fail. Singleton or zero-width bands would
invalidate strictness, but are expressly outside the theorem.
4. Split, completeness and full-dimensional openness — correct. At the
chosen anchor, Sigma and Delta are negative and H is positive with the exact
factors in (S12); only D_s=0 remains among the retained exclusions. Both extra
saddles are nondegenerate, so IFT continues them for small q>0. Keeping the
other parameters fixed, the derivative of a critical value is the explicit
partial derivative Z^3/6; the location term vanishes by criticality. The
height-difference derivative is strictly positive. Hence the positive-Z branch
is the unique higher extra window saddle for sufficiently small q>0. All
strict type, window, gap and radius margins persist. ROOTS R1 bounds the number
of extra roots everywhere, not merely inside the window, by two, so the two
continued roots exhaust the possible extras. The actual-elder input selects
the higher one; the pinned saddle and lower extra are precisely the two
rejected eligible saddles. These properties persist in an open neighborhood
of all six variables (t,k,s,a,beta,q). Allowing a to vary uses physical root
coordinates, not the shear metric. Thus the argument moves off both the
equal-height slice and the lower-dimensional anchor family before invoking
positive measure.
5. Positive measure and normalization — correct under the retained laws.
The geometric conditions can be combined with an interior birth interval and
an angular arc of positive length. This does not assume torus isotropy: the
frame rotates the local cubic while the original Gaussian density may depend
on b,k,u,L. U (6) has A0=12*pi0*z0 and
dmu_fail=w*h0/z0 on the typed failure sector, so precisely one z0 cancels.
The resulting density is 12*t^4*pi0*w*h0. The weight is strictly positive on
the chosen type sector, and the nonsingular original contact/jet Gaussian
laws give positive continuous pi0 and h0 at finite parameters, with their
correlations retained. A smaller box with compact closure therefore has a
positive common density lower bound and positive measure. U supplies
finiteness. This proves positive D=2 mass and hence strictness; no numerical
integration, factorization, or fixed-k cutoff-null assertion is substituted
for this argument.
6. Optional consumer and limits — correct. Multiplication by fixed L^2>0
preserves strictness when consuming O's definition lambda_U=L^2*C_U(1).
No new proof of O's first-moment or occurrence passage is supplied. C113 makes
no unrestricted persistence law, finite-h rate, uniform deficit, numerical
enclosure, changing-volume result, higher-dimensional theorem, or global
collision/exhaustion closure. Its conclusion is conditional on the precise
U/seven-source interfaces, with O additionally conditional for the corollary.

CONTROLS_FREEZE.json binds both before author implementation exposure.
The implementation differentiates a sparse original cubic mechanically with
Fraction arithmetic. It does not merely compare two copies of the displayed
gradient. It checks rational conic anchors, exact values, mechanically derived
Hessian determinants and pin inertia, physical distances, exclusion signs, signed q
height derivatives, and positive weights. Separate finite band examples use
positive squared comparisons without floating-point square roots. A separate
q>0 construction intersects the extra-root conic with a line, recovers the
second rational root by Vieta, and substitutes both into the original cubic;
this checks unequal heights, three saddles, actual higher-branch exclusion and
the exact D=2 set. It also checks reciprocal weighting and the single full
normalizer cancellation on positive rational finite measures.
Runtime: local Python 3.11.16, executable
work/venv/bin/python3.11, from the shared repository workspace. The exact
absolute commands, runtime string, timings, exits and stdout/stderr hashes are
preserved in CONTROL_RUNS.json. The executed command pattern was:
work/venv/bin/python3.11 -B -S work/continuation113/nonauthor-review/independent_controls.py
work/venv/bin/python3.11 -B -O -S work/continuation113/nonauthor-review/independent_controls.py
Each baseline passed 450 guards, covering 15 rational anchors, seven
positive-width band examples down to width 10^-12, and three generic
unequal-height examples. In each Python mode, append --mutant NAME for each
of the following eight changes; every run exited 1 at the intended guard:
| Mutant | Detected failure |
|---|---|
| height-factor | Missing factor two in the extra critical height |
| distance-origin | Distance measured from the origin rather than M |
| split-sign | Reversed signed q derivative of the critical height |
| keep-elder | Actual elder retained in the rejected candidate set |
| discard-lower | Eligible lower extra saddle omitted |
| drop-reciprocal | Coefficient computed without reciprocal multiplicity |
| extra-normalizer | A second full normalizer division introduced |
| zero-width | A collapsed interval accepted as admissible |
An additional --mutant unknown run in each mode exited 2 at argument parsing.
All 20 commands matched their expected outcomes: two passing baselines,
16 deliberate mutant rejections, and two unknown-selector rejections. The
baseline stdout is identical across modes. Guards use explicit exceptions and
survive -O. These are independent finite reconstruction/falsification tests,
not a proof of IFT, open-neighborhood continuity, Gaussian full support, any
retained theorem, or actual global elder identification.
Author checker and workflow review after the independent freeze
I read all of check.py after the independent freeze and controls. Its
expressions match the reconstructed anchor identities and exact squared
radius/gap tests. Inputs reject floats and bools; domain boundaries and
nonpositive parameters are guarded. The guards use RuntimeError/ValueError,
not Python assert, and the program uses only the standard library, with no
network or source mutation. Its 256-step band search is an explicitly bounded
finite-example search, not a proof-producing routine for all possible rational
band widths. Its squared derivative check proves finite nonzero magnitude,
not the sign or IFT continuation; those are separately established in the
proof and independently checked with signed derivatives/split fixtures here.
The author code contains seven explicit false-alternative checks and nine
invalid-input controls. The reported 16 author negative controls are therefore
not described here as 16 whole-checker mutation subprocesses. Root reported
normal/-O author results of 2140 finite checks and five band witnesses; that
report is not presented as my own execution. I did not repeat the root-owned
full suite or author baseline solely to obtain another clean banner.
The workflow is confined to this packet and its own path, with pull-request,
main-push and manual triggers. It pins checkout/setup-python/upload-artifact
actions, has contents:read permission, disables persisted checkout credentials,
uses a five-minute timeout and fail-fast Bash, runs -B -S and -B -O -S,
compares the two output files, and retains outputs plus the tested commit.
It does not claim to authenticate every historical source or mechanically
prove the analytic inputs. I found no execution-contract or scope defect in
this finite-control workflow. This is code review, not a claim that hosted CI
has run; root owns final local and hosted execution receipts.
Required findings, optional follow-up and disposition
Required findings: none. No source/candidate edits were made by this
reviewer. Source byte verification, independent finite checks and code review
are recorded separately so none is represented as mathematical proof of an
imported interface.
Optional editorial follow-up only: PROOF.md line 190 and the ELDER source
manifest description point to §7 for the unique-height/position statement.
The exact source places “A unique limiting position for almost every jet” at
the end of §6 (source lines 158-164), immediately before §7. The cited theorem
and statement exist and are used correctly. Refining the section pointer is
not a mathematical repair requirement and does not block this scoped PASS.
The review supports only the new strict coefficient comparison on the exact
frozen source-conditional target. It supplies no human/provider-independent
credit and no register, merge, deployment, or global theorem-closure decision.

The existing fixed-band comparison allowed the once-counted replacement-bar coefficient to equal the rejected-pair coefficient. This additive conditional proof shows that the reciprocal multiplicity correction is strictly positive for every fixed admissible positive-width birth, gap and radius band:
C_R - C_U(1) = (1/2) nu{D=2} > 0.The proof constructs two eligible rejected saddles on an open set, perturbs away from an equal-height tie, and integrates its positive mass under the original correlated Gaussian law. Two rejected candidates can correspond to one actual bar; this does not contradict the separate singleton-bar occurrence result.
Inputs remain exact conditional interfaces: C50 #233 at b5bf028 and its seven analytic imports. The optional occurrence-coefficient corollary additionally consumes C51 #234 at a38449c. This does not integrate or reaccept either parent, evaluate a decimal correction, establish a uniform gap as bands collapse, or close a global witness/persistence dependency.
