fix: LIMIT not respected when cel is provided for version list api endpoint

when a limit is passed in, we simply pass that limit into the db query and then do the CEL filtering after
hence, I could pass in 1k as my limit, get 1k results from the db, but then return way less after the CEL filtering completes.

we should respect the LIMIT that is passed in
