ctrlc apply w/ no provider should call regular resource upsert endpoint

currently if no resource provider flag is set, it uses a default "ctrlc apply" resource. however, we want to remove that behavior and instead just use the regular resource upsert endpoint without any provider (so purely additive).

if there is a resource provider flag set then keep the behavior the exact same.

Fixing Issue #64: ctrlc apply w/ no provider should call regular resource upsert endpoint

• Explore codebase to find the apply command
• Understand current endpoint logic
• Identify the "regular resource upsert endpoint" (PATCH /v1/workspaces/{workspaceId}/resources/identifier/{identifier})
• Add UpsertResourceByIdentifierWithResponse to internal/api/client.go
• Update BatchUpsertResources to use direct endpoint when no provider is specified
• Update cmd.go to not force "ctrlc-apply" provider when none specified
• Commit and push changes

Summary

Root cause: ctrlc apply always assigned "ctrlc-apply" as the default provider when no -p flag was given, then called SetResourceProviderResources (which replaces all resources for that provider).

Fix: Three files changed:

1. internal/api/client.go — Added UpsertResourceByIdentifierWithResponse which calls PATCH /v1/workspaces/{workspaceId}/resources/identifier/{identifier} directly, with no provider required.

2. internal/api/providers/resource.go — BatchUpsertResources now splits resources into two groups:

   • Resources with a provider → existing SetResourceProviderResources path (unchanged)
   • Resources without a provider → new UpsertResourceByIdentifier per-resource call

3. cmd/ctrlc/root/apply/cmd.go — --provider flag default changed from "ctrlc-apply" to "". The provider is only assigned from the flag when it is explicitly set; resources without a provider in both the YAML and CLI flag now route to the direct endpoint.
