Upcoming package dependencies removed Python 3.7 (pywps, owslib) support.
It is also EOL since ~4months.

Add experimental Python 3.12 to CI.
Failing due to incompatible SafeConfigParser employed in pyramid_celery.
See fix sontek/pyramid_celery#94
