Router treats ship checkpoint continuation as plane command #2265

A follow-up intended to resume an aborted ship checkpoint routed to command and executed plane show instead of continuing the coding/ship work.

Message (verbatim):

<@U0BQNU1AD27> resume from checkpoint `88bcd3b42` and finish this task through a clean PR. Invoke the pr-description skill before finalizing the PR body. Ensure issue #3624 and the PR description clearly state that deletion is required because editable `coding-agent` names plus historical scopes cannot establish installer/MCP provenance and can widen unrelated customer REST-key permissions. Keep the explicit record that no UAT or production mutation ran.
