luci-app-dockerman:add a start button to avoid not being able to launch docker from the web page after clicking stop button。

As shown in the image, after clicking "Stop Docker" on the DockerMan page, the page no longer simply reports the error: Failed to connect to docker host at { "family": 1, "path": "/var/run/docker.sock" }

Instead, "Start" and "Refresh" buttons are provided below, allowing Docker to be restarted directly from the web page without having to run commands. After clicking the "Start" button, you can manually click the "Refresh" button to refresh the page. Translations have also been added to the Chinese po file.

如图现在在dockerman页面点击停止docker后,页面不在单单报错:Failed to connect to docker host at { "family": 1, "path": "/var/run/docker.sock" }

而是在下方提供个启动和刷新按钮,可以在web页面直接重新拉起docker而不用敲命令,点击启动按钮后,可以手动点击刷新按钮刷新该页面,同时在中文的po文件中提供翻译。
