Raise the minimum Go version to 1.23 across all modules and the workspace, and upgrade dependencies to versions compatible with that baseline. Synchronize module manifests and checksum files.

Update other direct and indirect dependencies while excluding newer releases that require Go above 1.23.

Use a fixed UTC baseline for rolling-period detection to prevent daily formats from being classified as hourly near midnight. Ignore the local .codegraph/ index.

Users building with Go below 1.23 must upgrade.

Refresh dependencies while retaining Go 1.23 compatibility.

Use a fixed UTC baseline for rolling-period detection so daily formats
are not classified as hourly near midnight. Ignore the local CodeGraph
index.

BREAKING CHANGE: all modules require Go 1.23 or newer.
