packages/react: add useStreamCountdown hook for cliff and cancellation deadlines

Context

Developers integrating StreamFi must manually calculate time remaining until cliff timestamp or stream completion.

Why it matters

Vesting and payroll cards consistently need countdown displays (days, hours, minutes, seconds remaining).

Suggested approach

Create useStreamCountdown(targetTimestamp: number) hook returning { days, hours, minutes, seconds, isPast, progressFraction } with 1-second auto-tick.
