Context

Users must manually check their streams to withdraw accrued balances.

Why it matters

Recipients want email/browser notifications when claimable balance reaches a specific threshold (e.g. > 100 USDC).

Suggested approach

Add local notification threshold setting in withdraw-config with browser Notification API integration.
