components/OfflineIndicator: display pending offline transaction count badge

Context

OfflineIndicator displays an offline banner when navigator.onLine is false, but doesn't mention queued offline transactions.

Why it matters

Users need to know how many actions (e.g. withdraw requests, notes) are stored in indexedDB awaiting synchronization.

Suggested approach

Subscribe to offline transaction storage and display 'Offline — 3 actions queued' badge.
