Engine 0.10.3 implementation and release qualification. Includes the planned runtime, context, review, localization, terminal and installation/uninstall work, plus the full crate decomposition: no crate above 50,000 production lines, aiming for about 10,000. Track concrete remaining acceptance on each issue; a landed slice or local check does not mean the complete issue or release has shipped. Contributor PRs retain their authorship. Complete planned implementation and product review before freezing one candidate for final local and hosted validation. Publication is a separate authorized release step. No calendar due date is promised.

Includes community fixes and session/runtime reliability. Release acceptance remains evidence-based: exact-head hosted checks, identified artifacts, installation and live interaction proof.
