fix(deps): support pi 0.83 runtime

• require pi-coding-agent/pi-tui 0.83 peers
• refresh the dependency lock
• add scopedModels to the exhaustive ExtensionContext test double

Superseded by #33 (merged in ed6442f01bd2451045a1f7c11310da7f198dc457), which adds @earendil-works/pi-coding-agent and @earendil-works/pi-tui 0.87.1 as exact devDependencies and keeps those peers at * (caret ranges such as ^0.83 break date-versioned downstream runtimes). The 0.87 ExtensionContext stub includes scopedModels.
