feat: coordinator override to approve a borderline candidate - #41

A candidate the AI scored below the interview threshold (pending) or held for
clarification sat in the dashboard with no way for the coordinator to act on
them — no contract, so nothing to sign. Coordinators need the final call.
Adds POST /applications/by-id/{id}/approve: moves the candidate to interview
and issues the contract. The mandatory-field gate still holds — approving an
application missing the host organisation or workplace supervisor is refused
(422) with the specific gaps, since the agreement names them. Refuses 409 if a
contract already exists.
Frontend: an 'Approve & generate contract' button appears on the contract panel
for a candidate the AI didn't advance, when the mandatory details are present.
After approval the normal sign flow takes over.
4 behaviours verified live + 2 hermetic regression tests (30 total, passing).

Pending/clarification candidates had no coordinator action path (no contract to sign). Adds POST /applications/by-id/{id}/approve — promotes to interview and issues the contract, still enforcing the mandatory-field gate (422 with the missing fields; 409 if already issued). Frontend adds an 'Approve & generate contract' button. 30 tests passing.
