Main has 56 new tools and many fixes since 0.8.0 (#67 to #84), none of them on PyPI yet. This sets the version to 0.9.0 for the release.

nc_mcp_server.__version__ still said "0.1.0" from the first release, because only pyproject.toml was ever bumped. It now reads the installed package's version, so pyproject.toml is the only place a version is set. A test checks the two agree. The new test file is counted in PROGRESS.md.

A local python -m build produces nc_mcp_server-0.9.0 (sdist and wheel), and the wheel, installed in a clean venv, reports 0.9.0.
