Promote v6.4.12 from dev to main. Includes #116, which keeps room playback reporting independent of pending subtitles and guards delayed subtitle work, plus the version update in #117.

The release may be published now. Production deployment is held until all movie and episode sessions have finished; paused sessions and newly started content also hold deployment.
