Looks good, both this PR and PR29 touch
SyncOperatorTrafficIntegrationTest.scala
Looking into it, I think 31 should land first and then i will update 29 so the test still calls sv1ScanBackend.lookupSynchronizerRegistration and still asserts maxBaseTrafficAmount == 0

Summary: The sync operator app grants its synchronizer's mediator unlimited traffic, and the sync operator suites move to their own CI job where the splitwell synchronizer runs traffic control with a zero base rate, so every other test job keeps the topology it always had.
