The integration jobs always run on a ubuntu-latest (24.04) runner, so the Juju model defaults to 24.04 even for the ubuntu@26.04 platform matrix. Channel charms were therefore deployed at their 24.04 revision and could not be used with the locally built 26.04 MicroOVN charm, leaving three integration jobs red on 26.04:

  • test_upgrade_from_stable / test_upgrade_from_previous_lts: refresh failed with base "ubuntu@24.04" not supported by charm, the charm supported bases are: ubuntu@26.04.
  • test_cos_relation: opentelemetry-collector 2/stable publishes no 26.04 revision, and as a subordinate it could not attach to the 26.04 principal.

Fix:

  • Deploy the channel charms with the base encoded in the packed charm name (_charm_base) so they match the platform under test; microovn latest/stable and 26.03/stable both publish 26.04 revisions.
  • Use the 0.130/stable collector track (the Charmhub default release) instead of 2/stable, as it publishes 24.04 and 26.04 revisions.

Verified unit/lint locally; CI to confirm the 26.04 jobs.

The integration jobs always run on a 24.04 runner, so the Juju model
defaults to 24.04 even for the 26.04 platform matrix. Charmhub charms were
therefore deployed at their 24.04 revision and could not be used with the
locally built 26.04 MicroOVN charm:

- the channel upgrades could not refresh across bases;
- opentelemetry-collector 2/stable has no 26.04 revision and, as a
  subordinate, could not attach to the 26.04 principal.

Deploy the channel charms with the base encoded in the packed charm name so
they match the platform under test, and use the 0.130/stable collector track
which publishes a 26.04 revision.
