Support configurable manifest names in Chisel

When running chisel cut with base-files_chisel included, Chisel generates a security manifest file. However, in multi-part builds, every part saves its manifest using the same default filename. This causes manifest files conflict, making it impossible to easily preserve or combine manifest data across multiple build parts.

Allow to configure manifest file name via a command line option and make craft-parts provide a sensible default.

Security Manifest generator should be able to pick up part manifests and combine them into a single rock/snap manifest.

When using craft tools I think the proper way to solve this is by using the organize keyword on your parts, so the manifest of each part can be moved to the stage directory at a path you define. See https://ubuntu.com/docs/snapcraft/9/reference/snapcraft-yaml/#parts.%3Cpart-name%3E.organize. Let us know if this is not working in your case.

Also, the location of the manifest(s) is decided by the chisel-release consumed by Chisel, not by Chisel itself. Letting Chisel fiddle with that could lead to unexpected behaviors.

I agree but it seems unrelated to Chisel :).
