feat(mobile-harmony): HarmonyOS phone shell #336

What to build
A separate HarmonyOS phone surface. Detect HarmonyOS / OpenHarmony / ArkWeb (or ?platform=harmony) and serve a Harmony-style service-card shell. Harmony takes priority over Android when both strings appear in the UA.
Acceptance criteria
- HarmonyOS, OpenHarmony, and ArkWeb UA at
/getdata-platform="harmony" - Service-card role layout (large radius, title + subtitle + budget)
- Bottom tabs 组织 / 指令 / 桌面 / 设置; touch targets ≥ 48px
- Harmony detection wins over Android in mixed UAs
