작업트리 정리: Jev guided CUA observation/action loop 및 Typesafe quota fallback의 고유 2개 커밋을 main에 통합합니다. 로컬 통합 SHA: d1623d4. 원본 main 작업 디렉터리의 package.json 및 bun.lock 미커밋 변경은 건드리지 않았습니다. origin 직접 push는 권한 부족(403)으로 거부되어 소유자 fork PR 경로를 사용합니다.
