Replaces the pack, publish and release jobs with a call to the reusable workflow in
bottlenoselabs/.github(release-nuget.yml). The test job and theworkflow_dispatchinputs stay here.Depends on bottlenoselabs/.github#1. Merge that first, because this refers to the workflow on that repository's
mainbranch.
