The sentence added in #544 (anchor a report's date to released, merged-but-unreleased or in-progress state before agreeing a problem is still unfixed) lives in that reference, so an agent following up on an existing report may never read it. The bot raised this twice on #544.This changes the one line to "When filing an upstream bug or following up on an existing report, follow Reporting a bug", keeping the link and the rest of the form, and adds a CHANGELOG bullet. The owner selected this change (decision on #544's reachability, option a).
