Date the changelog section and bump the package version. The changelog was consolidated and checked against the code in #541, which also fixed the README modifiers table; the public materials were audited and the ownership audit found nothing in house-rules that must leave (the audited revision differs from this one only in changelog wording). The packed tarball verifies.

Dates the changelog section and sets
package.jsonto 0.19.0. It follows #541, which landed the changelog consolidation and the README modifiers-table fix first.0.19.0 is a minor version: a new modifier (
text-only-questions), new flags and config keys (--questions core,--sizes,coreFirst, the unit observer's limit flags) and a changed default for a config with no question modifier, with the upgrade step in the first entry. #540 (the squash-landing helper) was closed and is not included.Checks:
