feat: add bmad-method installer over the skills CLI

Adds the bmad-method 6.13 installer: a thin wrapper that installs BMad modules by running the skills CLI, then reports what is installed using the bmad skill's setup script.

• install, update and status commands
• Module and bundle choices come from modules.yaml, and all user-facing text lives in messages.yaml
• There is no list of coding agents. The skills CLI's own picker chooses them, or --tools names them
• Interactive runs need a terminal and refuse to run inside a coding agent
• Unit tests, tsc check, local end-to-end test, CI and publish workflows
