Wire individual chats, campaign rosters, and persisted bulk recipient groups into the unified inbox with mobile navigation and in-pane drawers.

Add dispatcher opt-in controls, rollout tooling, migration, documentation, and integration coverage. Remove the superseded mockups.

Preserve the campaign context for non-lead dispatchers.

The campaign message-list route allows any dispatcher to load the campaign. The new link omits mine=false, so the inbox defaults to mine=true and excludes campaigns led by another dispatcher. The inbox can then select another campaign or no campaign context.

Suggested fix
-    navigate={~p"/messages/inbox?tab=campaigns&context=#{@campaign_id}"}
+    navigate={~p"/messages/inbox?tab=campaigns&mine=false&context=#{@campaign_id}"}

Avoid a full inbox reload for every message event.

Messaging.Inbox.send/4 sends one message per recipient. Each successful message broadcasts :message_created to every open inbox, and each handler calls refresh/1, which reloads campaigns, groups, and conversations and resets the stream. A bulk send to N successful recipients therefore causes at least N full reloads per open inbox. Twilio status callbacks can add further :message_updated reloads.

Update only the affected conversation row. Preserve the active tab and search filtering when inserting, moving, or removing that row.

Do not make the delivery catch-all unconditionally no-op. Presence updates use a separate handler, but :campaign_updated and :campaign_rider_created, :campaign_rider_updated, and :campaign_rider_deleted events can change the campaign contexts and rider lists shown by this inbox. Keep refresh or use a targeted context update for those events, and ignore only delivery events that cannot affect inbox state.
