VERSION goes from 4.0.0.dev1 to 4.0.0, and the changelog heading is dated 2026-10-06, which the release workflow requires before it publishes a final release. tools/release_notes.py --tag v4.0.0 accepts the block. The preamble now says that a seeded solve gives the same bits however it runs, and names the two changes that alter existing scripts quietly: BERTINI_NUM_THREADS replaces OMP_NUM_THREADS (with MPI ranks no longer defaulting to one thread), and set_random_seed(0) is an ordinary seed.
