Summary

CHAIN-6429 — implement option #5 (editorial split) from the gas-limit design gallery.

• Show the configured limit as 200 Mgas / s (40 Mgas / block) using snapshot data and the existing 200ms conversion.
• Place the title and blue metric on the left, with the block gas limit explanation on the right; stack on mobile.
• Preserve unavailable values without substituting sample numbers. Other Scaling sections are unchanged.
