Summary

Fixes #413. Unknown runner records no longer reduce the Incoming Athletes statistic.

Changes

  • Add unknown runner count to the stat engine before calculating pending arrivals.
  • Add unknown runners back to pending arrivals because they are not part of the registered athlete count.
  • Require all pending-arrival inputs to be valid before calculating the result.

Testing

Not run in Git PR Workflow mode.
