feat(upload): add readiness feedback for skipped rows - #18

Add resource-backed UI text while marking duplicate and did-not-start rows as not ready for upload. Also preserves those rows in the grid with verification guidance and skips them when formatting raw times.

Summary
Adds clearer upload readiness feedback for rows that remain visible in the CSV grid but should not be sent to OpenSplitTime. The changes also move UI text into resources so the new readiness and verification messages are handled consistently.
