Summary

Duplicate bib entries (re-sends recorded as e.g. 101.2) are now detected, excluded from the OST upload payload, and visually flagged in the review grid so operators know they were skipped.

Changes

• Add TimeEntry.IsDuplicateBib/IsDuplicate detection for the .2 suffix pattern.
• Skip duplicate-bib rows in TimesJsonFormatter output and exempt them from bib-format validation.
• Highlight duplicate rows in the CSV grid, add a Status column, and show a duplicate count in the records-loaded label.
• Redesign the main window layout to be resizable and accommodate the wider grid and new status messaging.

Testing

• Not run in this workflow step; validated by the implementation step prior to this PR.
