The cythonize tox task should have its numpy version linked to the setup.py build version. Create a new cython output file to match use of new numpy version?
Consider improving the cython procedure based on this experience.

Addressing #215
Merging this PR means that we are retiring support for py310 and set the oldest tested version at py311.
