Require OpenAI 3 for Pydantic AI and modern test environments; preserve OpenAI 2 for CrewAI and shared Strands/NOOA tooling. Keep separate execution lanes, compatible LangGraph peers, and complete coverage. BREAKING CHANGE: modern Pydantic AI extras cannot co-install with current CrewAI, Strands, or NOOA dependencies on their supported platforms. Refs INT-1791
Compare pytest node paths using portable forward slashes and sort the renamed shared-probe import.

Source-Base: 97f8330 Source-Head: 4184abb Applied-Over: 1cd5845 Conflict-Notes: Resolved band-ai#709 modify/delete conflicts by replacing OMP ACP with native RPC; retained the workspace flag and current form-policy test class, removed obsolete ACP profile fixtures, migrated the new room-rejoin test and matrix row, and preserved band-ai#804 owner-module imports. No behavioral source hunks dropped; CHANGELOG.md and FORK-CHANGES.md excluded. Over band-ai#802: OMP image and turn-outcome probes move into its imageprobes.py/outcomeprobes.py registries; uv.lock regenerated over band-ai#796. Upstream-PR: band-ai#763

Why
Pydantic AI's default HTTPX2 provider requires OpenAI 3, while CrewAI, Strands, and NOOA/LiteLLM currently require OpenAI 2. Validation also exposed a native LangGraph loop that continued after successful declines and bespoke Copilot smokes inheriting host hooks.
What
Require OpenAI 3 for modern environments and remove the Pydantic AI workaround. Keep CrewAI isolated and share OpenAI-2 tooling between Strands and NOOA, with separate E2E lanes and LangGraph interoperability. Add wheel and collection guards. End SDK-owned LangGraph loops after successful decline batches while preserving tool-error recovery. Give all Copilot smokes test-owned runtime homes through shared construction.
Scope
Dependency compatibility, adapter transport and native decline routing, test environment ownership, and related documentation. Dependency compatibility changes are breaking; adapter signatures, caller-owned graph routing, and Band REST transport remain unchanged. Stacked above #796, preserving its unrelated behavior.
