feat(schema): add build.tools[] for named build-tool environments - #40

Pairs with web-embed-workflows#6 which adds the workflow plumbing. Currently the only valid value is 'emsdk', which the workflow wires to mymindstorm/setup-emsdk@v14 with caching. Other tools (pyodide-build, cargo-wasi, etc.) can be added by extending the enum + a new gated step in the workflow.

Adds 'build.tools' (enum: 'emsdk') to the manifest schema. Pairs with web-embed-workflows#6 which adds the workflow plumbing.
Lets manifests declare 'I need Emscripten available' instead of every project re-implementing toolchain setup in its own build.script. Currently emsdk is the only enum value; the structure invites more.
