Point the Project CTA at the open Sprint application - #20

The Technical AI Safety Project expression-of-interest form on safetytalent.org was closed when the October-November Sprint opened, so the CTA on /activities and the workshop page showed ASTN's "Not Found" page. Motivation
Patricio reported that the Project and Governance buttons on https://www.baish.com.ar/es/activities open a "Not Found" page on safetytalent.org. ASTN shows that page to anyone who isn't an admin when an opportunity is closed and has no redirect.
According to ASTN production (
