Adds a deterministic Isobar map to the existing PR quality comment, following #634. Quality and map sections are independently collapsible; the existing grading and 10-row/all-purple rule stay unchanged. One image updates in place as commits arrive.
The static reporter reads PR Git objects without executing contributor code. Existing fork test approvals remain unchanged; activation and the external-fork smoke test require the workflow to be merged into main.
Validation: tooling tests, lint, formatting, secretlint, docs build and three historical PR previews.
