refactor(network): minimize Alpha4 repository surface

Minimize the ASET Network repository around the single active Alpha4 line without changing current Network semantics or assurance architecture.

The change removes executable historical reflection infrastructure and redundant current-state checks while retaining minimal historical references.

Preserved active architecture

• Network Alpha4 remains the single active Network line
• operational, relational, and causal assurance representations remain intact
• semantic precedence remains NONE
• exact current Seed binding remains intact
• Dynamic, Federation, Liveness, and Federation × Liveness remain active 3-way subjects

Removed surface

• historical Network/Seed reflection TLA modules
• historical reflection TLAPS runner
• historical reflection oracle
• obsolete expression-assurance tooling
• redundant tests tied to removed historical/current duplicate surfaces

Historical identities remain retained as references only.
