[na] Let idle weight change the chosen schedule - #533

Conversation
Stage, movement, and transfer stay positive and fixed. The fixed transfer weight outweighs the longer one-atom move, so a low idle weight keeps that orientation and a high idle weight takes the two-atom move. Each verified total is lower under the weights that chose it. Co-authored-by: Arnab Ghosh <ag2583@cornell.edu>

Summary
Next slice of issue 484. Stage, movement, and transfer weights stay fixed and positive.
idle_time_weightthen changes which verified one-gate orientation is chosen. With movement and transfer both at 1, the two extra transfers cost less than the longer one-atom move, so that orientation never wins at a non-negative idle weight. The fixed transfer weight is 3, above that movement gap. An idle weight below the partner's idle cost keeps the one-atom move (2 transfers, the partner idle for load, move, and store). An idle weight above it takes the two-atom move (4 transfers, no idle). Each verified total is lower under the weights that chose it.
