This will allow customers to store their CodeQL configuration in a single repository that can then be referenced by Default Setup workflows in other repositories. Bump the analyze step alongside init

In this workflow the init step now writes CodeQL state tagged as v4.37.4, but the later github/codeql-action/analyze step is still pinned to v4.37.0. CodeQL validates that all github/codeql-action steps in a run use the same action version and rejects mismatches with Loaded a configuration file for version ..., but running version ..., so the pull_request/push/scheduled matrix runs will fail at analysis/post-analysis until the analyze step is bumped to the same SHA.
