feat(ui): remove Organization settings form - #34

The org management page keeps the department list (CRUD + monthly quota) only; the bottom "组织设置 Organization settings" form (org name, default member quota, approval toggle, 关闭外部注册 switch, save button) is removed. The raise-request flow defaults to admin approval (the "需审批" toggle is gone). "关闭外部注册" is a deployment config item, not set in the UI (US-16). Summary
Remove the "组织设置 Organization settings" form from the admin Org page. The org management page now keeps only the department list (CRUD + monthly point allocation). The removed form held: org name, default member quota, the "成员自助申请加额需管理员审批" toggle, the "关闭外部注册" switch, and a save button.
