Summary

Fix the failing Docker Publish workflow (cargo build --release --locked exited 101 in the builder stage).

Root cause: commit a39e809 (feat(config): embed full default config via include_str!) introduced include_str!("../config/config.example.toml") in src/main.rs:98, but the Dockerfile builder stage only copies Cargo.toml/Cargo.lock/src/ui — config/config.example.toml is absent at compile time, so the build fails with:

error: couldn't read `src/../config/config.example.toml`: No such file or directory (os error 2)

The runtime stage already copies the config for first-start bootstrap; only the builder stage was missing it.

Fix: add COPY config ./config to the builder stage before RUN cargo build --release --locked.

Verification

• cargo build --release --locked passes locally (config present — same layout the builder stage now provides)
• cargo fmt --check clean
• Docker daemon not available locally (colima down) — Docker Publish workflow will validate on this PR

This unblocks Docker Publish on main (runs 32385762093, 32386047622).
