Explicit example of using Python inside a #:if preprocessor line.

Previously, linemarkers after eval directives were only emitted when strictly necessary. However, the evaluated content might contain #ifdef/#endif cpp-blocks, leading some compilers to ignore fypp emited line-directives within those blocks (if their #ifdef directives evaluate to false). To avoid wrong line number mappings in those cases, line markers are now always emitted after eval directives.
Currently only testing and wheel building is included, automatic PyPI upload and GitHub release will be added later. Co-authored-by: Cristian Le <git@lecris.dev>

As an alternative to a newline character a line directive can close with an EOF as well.
File names in emitted line markers and _FILE_ and _THIS_FILE_ are using forward slashes on Windows now. The preprocessed output on Windows and Linux should be identical now.
