The diff itself is a clean, complete mechanical bump (all 57 occurrences across 36 workflow files, SHA-pinned per convention). However, every CI check currently fails at 'Set up job': sbt/setup-sbt v1.5.9 transitively pins carabiner-dev/actions@d6d91c5, which is not on the ASF org actions allowlist (v1.5.8's nested 2fec8bd8 is). GitHub validates the whole composite-action tree before any step runs, so all jobs fail immediately. Please do not merge until ASF Infra allowlists the new SHA and CI goes green.
