Closed without merging after #811 landed the native OI-PAIR-MAXCONE-1 adoption at accepted main

This PR is not an F/E attestation, and its registered design budget is exhausted. The historical controls retain their 25-mutation evidence.#811 corrects the basis description to scaled Pauli-tensor basis elements and adds the K2 queue-summary propagation with an independent stale-summary control, giving 26 mutations; proof and checker hashes are preserved. The conditional pair-cone theorem replaces the self-duality premise with the stated product-test/maxCone and operation-invariance premises. K2 stays OPEN. Physical state/test identification, product-test validity and availability, cone resources and pair-preserving actions retain their source obligations; unconditional OI reconstruction and full-model independence remain open.
